Ekspertiz Raporu (Valuation Report)

An official report on a property's independent market value, prepared by an expert licensed by Turkey's Capital Markets Board (SPK).

For a standard purchase by a foreign buyer, this report is no longer required — the general requirement was officially lifted on 24 June 2024.

Where it's still mandatory

The report remains required in two cases: for a property purchase toward Turkish citizenship ($400,000 and above) — to confirm the investment in the Web Tapu system — and for bank-financed purchases, to value the collateral. For a residence permit by property ownership ($200,000 and above), a separate report is no longer needed: since 16 October 2023, the Tapu sale price at the Central Bank's exchange rate on the registration date is sufficient — a point worth clarifying with clients, since it's commonly confused.

The official valuation often differs from the actual sale price, since the expert relies on standard algorithms and comparable registry sales rather than an individual unit's finish or view.
