Kat Mülkiyeti / Kat İrtifakı
Two ownership statuses for property in Turkey: Kat Mülkiyeti is full ownership; Kat İrtifakı is a temporary status for a property still under construction.
Kat Mülkiyeti — full ownership, granted to a completed property that has received its İskan.
Kat İrtifakı — a temporary status for a property under construction: it secures the buyer's share but does not grant full ownership until construction is complete and İskan is issued.
A buyer purchasing an off-plan property receives a Tapu with Kat İrtifakı status, not Kat Mülkiyeti — this is normal for a new-build project, but it's important to understand the two statuses are not equivalent.
